I still don't get the appeal for M-Lucario. There are a lot of pokemon where I don't like them personally, but I understand their popularity. M-Lucario though seems so manufactured, like he's only popular because Gamefreak says he is popular and has pushed him so hard.

Nah, Dragons wouldn't be the same as all dragons are hyped to some extent. Dragon is the type variant of what Lucario is to Fighting pokemon.
Poison would be a better example. The only pokémon who is hyped there is Gengar(and to some extent Croagunk). Gengar would win even before the first vote was in.
