Cause plants grow from the earth with their roots. It isn't that hard to understand. About 4 fully evolved (5 if you include Torterra who is part Ground) learn this move for fucks sake. It's not garbage, you just have to be smart about using it. It thrives in Doubles, when it's got some decent team (and weather) support.
It's one of the few Electrics which can paralyze Garchomp safely (it outspeeds it and has Glare), which then allows a slower teammate to go in for the kill.

It would kill for some new moves (why no Solarbeam?), but don't write it off just because it can't OHKO everything.
