Where did this "If someone else debuts the mon first then Ash can never have it" rule come from? Like 4 other people Ash fought had Donphan's before his evolved, Casey had Chikorita before Ash had one, and later it evolved into Bayleef before his did. The Sceptile as mentioned above (and for that matter everyone said May would never get Blaziken because other guys had it first. Granted she only got it when her run on the show was over but still...) Paul had Torterra and a Gliscor before Ash's had evolved.
Etc. There's no limits. Ash can get any thing.
