It looks too cool. There isn't really anything about it that's goofy or endearing or "ugly" or unrefined. It's the sort of design that takes itself too seriously. The 'Zards have those dumpy dragon proportions and Greninja has the tongue scarf, but Lucario doesn't really have any features that soften the edge, so to speak. Most Pokemon designs are ridiculous in some way beyond simply being magical creatures with fantastic powers. Lucario just looks too damn serious.
