Are tutor only moves from previous games breedable? Pic related- I want to breed a Poison Touch Toxicroak with ice or thunder punch.

Move tutor moves don't pass to eggs unless they are in the egg move list too, in your case they are not.
they will be the same move tutors in oras though

It depends. You need to check the Egg Moves list. Pokémon like Lopunny, for example, learn the punches and also pass them as Egg Moves. The same thing doesn't happen with Eevee when it has Heal Bell.
