hydro pump at 110 base power times 8x.8 (the number of times it will hit) =704

surf at 90 base power with 100 percent chance to hit, x8 times =720

and then you still have 7 pp with surf and none with hydro pump. sooo.

I use that move like crazy. it's fantastic. sure it fucks you up once in a very rare while but that power and the fact it's the only decent stab move for lots of popular pokemon make it okay. any good move with 85% accuracy or higher is worth using, especially if it's the only good stab for the pokemon in question. you're not gonna run brick break instead are you? that's like 60% the power for a 10% accuracy bump.

True but if we're talking instances where only a OHKO is acceptable than the mere 15 base power gap between RS and Stone Edge sounds not good enough to risk whilst with scald vs hydo pump there's a whopping 40 base power difference so it's understandable why you'd want to risk it.

a good amount of pokemon that learn Hi-jump kick also learn Drain Punch, in some cases like Mienshao i could undersdand but Drain Punch on Scrafty is much better

You're better off shooting for the OHKO every time, Rock is such a shitty defensive type that not hitting hard enough is as much of a death sentence as not hitting at all.
