His design was as uninteresting as his personality. The redesign actually makes him seem like the leader of Team Aqua, from looking more pirate like, to the diving suit, to the blue/white color scheme. It's distinct and says a lot about him as a character.
>>21044407My theory is they didn't want to show his ass since he's wearing a skintight outfit, so they slapped that on there to cover it. It also looks like the bottom half of a long coat or maybe a fish's tail fin.
