They share one of the best designs in Pokèmon but their competitive capacities are being nerfed generation by generation. When you were about to scream their HA would have fixed them Dream World has gifted them with Sturdy, Ice Body and Light Metal. While those abilities make sense like the bird and beasts trios ones they are not as good as the other legendaries ones in terms of combo and utility.
Regirock could have received Solid Rock or Regenerator, Registeel Battle Armor or Bullet Proof, Regice deserved Analytic. Or in alternative all of them with Analytic as HA and especially Recover as new level up move.
Out of all the nerfs the lack of a decent movepool is probably the thing that hurts them the most.

Honestly the in game modeling will probably get a better representation in the next gen. There's that to hope for at least. As far as usage it really is usable; just not game defining.
