you can get as many as you like, there is even an achievement in streetpass plaza for getting 100 streetpasses in 1 day

however, only 10 people can line before your "gate" so you have to accept them into your plaza before you can gather more

The playcoins limit is also only ten per day, right? I typically walk at least 4500 recorded steps (I don't keep it on all the time) on the average commute, so if there's some way to get more, that'd be awesome.

Thing in Japan pokemon is still the phenomenon that it was in the rest of world back in the 90s. While still popular it kind of died down in America and Europe. Also it's a remake so it's bound to generate less interest
