Not an expert, but I would imagine it's basically set by fans, not as a single person choosing it or voting or whatever, but as general acceptance of what it's worth. It's likely that prices would start at a rough outline of how good they are; $10 for EXs, $2 for rares, that sort of thing, and then depending on how in demand they are, the prices will rise or fall.

For collectors, if the card looks good it gets more demand, or if there's something else special about it like a misprint it gets more demand. Being rare/misprint also increases subjective valuation of the card on top of having the value because of a more limited supply.

For players, it's useful in the game, it's in more demand. If there's limited supply, the more you can ask for it, and the more you want for it. An extreme example of that is Tropical Beach.

I mean, I don't get what there's to explain. It's the same logic as for any other product.

Not a bad find but it's not the rarest card in the game, but you can still make some cash off it, if you keep the card in good shape.

Right now, the only card that I see is worth money are the Mega Charizard cards, with Mega Chari X being worth the most.

I say, put the card in a picture frame and hang it on the wall. Pokemon cards make great decoration piece, if you are not into the TCG.
