Here's what it should be:

>All weather effects are canceled out, including Primordial Rain and Desolate Land. Grass and Flying type attacks have their power increased by 50% and all Ice Type attacks are reduced by 50%. Also, Solarbeam and Fly do not need an extra turn to charge. Rayquaza now learns Solarbeam.

This is stupid, why would you share such a dumb idea? This barely makes sense and doesn't help Rayquaza at all. It should be a new weather called Heavy Winds.

Weather is removed upon entry and cannot be resummoned as long as rayquaza is out. In addition, nullifies all ice moves while it is out as well (something something ice crystals cloud formation atmosphere et cetera)

Rayquaza is the peace-keeper between Groudon and Kyogre, thats why it negates weather. It doesn't represent hurricanes and storms, it represents clear, neutral weather.

Rayquaza's purpose is to quell the fighting between Groudon and Kyogre. Rayquaza is also somehow related to mega-evolution.

Therefore, Rayquaza's new ability will force all pokemon including Groudon and Kyogre out of their mega evolved/primal forms.
