Compare the artstyles, and compare Sugimori's work to the rest of 90s anime and you'll notice it's actually rather similar. This is also the case for modern Pokemon art, it's evolving along the times.

Obviously this is not a new phenomenon, as when Pokemon first arrived in the U.S. during Generation One, the localization team wanted to change some of the designs because they looked too Japanese. Their attempts to change some Pokemon was ultimately refused.

Except that would work because GF has done 'tough guys with cute Pokemon' before due to the joke factor. That design has a thought and reason behind it.

Morty is a bland, shitty design that only marginally got better with the remakes. There's nothing interesting about him.

Phoebe is a good example of a character that looks different from the type they use, and at the same time there's justification because she resembles a tropical witchdoctor.

The concept art indicates he was going to use it to power the weapon after stealing back the legendary pokemon.

The visor is there because all other Team Flare members have eyewear. It's symbolic of this fight being the final one, hence his class changing from Team Flare to Team Flare Boss.

Of course new designs are different styles since they're different designers. But ALL of them are "anime" style. Like the other anon said, Sugimori has an older kind of style that goes along those times.
