Note the pokedex order - Raikou (Lightning), entei (the fire that burned the tower) and Suicune (the rain that quenched the flames) match.
As for the 5th gen legends - Zekrom is the Dragon representing the Ideals - In game, he personified N's desire for an "ideal" utopia free of strife, where humans and Pokemon are separate beings. Reshiram, the Dragon representing Truth - The unfortunate ugly truth that sin and despair is a natural occurance, and the lovely truth that humans and Pokemon were made to live together.
