Why would things be born without sight? What sort of benefit would you gain from not being able to see? Trusting your other senses? You should be able to do that whether you have eyesight or not, you're just at an extreme disadvantage. Survival of the fittest and all.
And this Pokemon can't even fly or use sonars like bats do. Not until its final evolution at least. And even then, he'll be able to see by then. This Pokemon... It's a wonder how some can survive.
