Because it was an electoral system based off of fucking "pick a stick". So naturally the extremes on both ends-- really popular and really obscure-- will get voted off first. The multigenerational "kings" of OU have been Gengar, Scizor, and Tyranitar respectively. Heatran has only had 2 ish generations to sit in OU and we aren't even halfway into gen 6.

Dragonite should be included and I don't know enough about Breloom's usage history to make a proper statement about it.

There are plenty of "OU the original suspects" to be counted for and honestly while Heatran has been putting more work in this gen more than any other wall I'm still on the fence about its future (silly I know considering it has pretty much proven its staying power but a less shitty thousand arrows could fuck it hard).
