To be in the top percentage of Rattata, it can be missing up to nine points in its IVs.

That's assuming we're including the Sp.Atk IV for some reason. Otherwise it's eight.

I'd include abilities, natures and maybe even shininess, but I'm unsure how to rank those.

In order to defeat him and advance past route 30 you have to:

>soft reset for a perfect Chikorita
>grind to level 100 on Caterpie and Spinarak
>Soft-reset until Mega Raticate misses 95% accurate V-Create (You pick Chikorita because new advanced AI is more likely to choose the super effective move) and you also get a critical hit with Frenzy Plant

if it makes you feel better the gym leaders have something like 5IV pokemon and the champion(s) have something like 15IV pokemon, don't remember exactly but it's more than 0

IVs are determined by the level of the Pokemon when its a trainer's Mon. Since the rattata is level 3 or so, its got basically 1 or 2 in all its stats with next to 0 EV investment.
