The Unova starters are a good example. Snivy didn't evolve because Snivy is...ehh, cute?, the writers tried to shoehorn Oshawott everywhere because they tried to force making the new Piplup and Pignite probably didn't evolve because Pignite could still be considered "cute and marketable".
Oh and Axew for the exact same reason. Fraxure isn't cute and not marketable.
The new Piplup is Chespin in a way, but he is less annoying.
