That's the only thing that affects evolution via other methods since most of the time the previous form can learn something it won't after evolution.

When pokemon evolve the only thing that changes are their base stats. EVs gained from battles and IVs remain the same. It doesn't matter if you evolve the same Pansage at level 12 or level 35. Assuming the EVs didn't change between those levels it'll end up with the same stats.

The base Stats change upon evolution. Once the Pansage that evolved at Level 12 hits Level 35 both Simisage will have the same stats, as long as both Simisage have the same IVs/EVs

This always had me worried as a kid, thinking if I waited too long before slapping on that Moon Stone my Pokémon would be weaker. Turns out there's no problem either way.
