you could just apply it to pulse moves, blastoise doesn't learn any other "any target" moves.

A move that can be fired off at long range instead of requiring direct physical contact.

There are a lot of moves like that.

They are calculated with the Special Attack stat.

Mega launcher water pulse already hits harder than hydro pump with more PP and a chance to confuse. They only way this would be useful is making blizzard 100% accurate.

every time i see a fucking retard run water pulse i cry inside

mega launcher only increases BASE bp by 50%. that becomes 90 base on water pulse, same as surf. scald is still way fucking better for the brn, and hydro is better for damage.
