You must design a usable Magcargo evolution. Can only change 1 of its types, and no retarded minmaxxing like 5 atk 200 defence.

Just to clarify it's not exactly like this. Serene grace doubles the chance of an effect happening, while parental bond applies the normal chance of it happening twice. It works out to about 51% rather than 60%.
