She needs the following stats:

110 HP
100 Attack
70 Def
100 Sp. Attack
70 Sp.Def
150 Speed

and some moves: sword dance, calm mind, icicle crash, shadow claw, cross chop, focus blast, freeze dry, reflect, grudge, memento, mirror coat, recover and counter. As well Clear body as her ability.

I wonder what it would take to make a hypothetical Mega Froslass super-dominant in the more permissive battling environments (that isn't a cookie-cutter setup like Huge Power or Wonder Guard). All the cool Ice moves are physical, but the best Ghost attack is special. It has middling stats besides speed, and there's only so much you can do to salvage Ice typing on the defensive end. The role it currently has isn't really something you'd spend your Mega slot on to improve.

120 is a kinda respectable hole puncher, and 130 is a reasonably good speed tier for frail mons to sit in. You could even reverse the Spa/Atk sharing. Generic, but 480 is just too low to try to do as many things as Froslass tries to do.
