See, Ubers is a banlist, regardless of any pseudo-debate around that matter. It is a list of things that are banned from OU. It's BL0, if you will.
Because something like say, Greninja, is not OU because of a ban, you couldn't suddenly say Torrent Greninja is okay in UU because Greninja is OU by usage.
However, where the slippery slope starts is that you CAN start going "okay, Adaptability is what made Crawdaunt broken in UU, so let's only ban that ability to BL".
or, virtually identical to Blaziken, "Combusken is only good because of Speed Boost, so just ban Speed Boost Combusken to BL3".
You can't start fucking with how strict tiering is once Blaziken goes, but you can start fucking with how strict banlists are.
