What is it with GF and their turtle/tortoise/vague-ambiguous-creaturenoid-with-partial-turtle-characteristics obsession?

Do they have a quota that demands them to make a new turtlemon every single generation? And if that's the case, why don't they bother putting more effort into them for better competitive use?
