I have a feeling it's because they KNOW they have shitty ass servers, so releasing a non-code demo for a major game like ORAS will result in the entire place shutting down.

They did the same thing with Smash Bros. Release a code demo out, have like, roughly 40-50% of the people get the demo that way, then release a non-code version on the eshop later, therefore reducing all the traffic.
