It's better than Color Change. Shadow Sneak allows it to lose it's fighting weakness. Doesn't make it the best but...it could be worse.

I'd say Parental Bond is inherently broken.

Shadow Tag is really good, but only really super broken when given to a Pokemon with a whopping 600 BST like Gengar.

I'd say any Pokemon with the ability to easily set up as well is quite broken with it as well. Gothitelle is an extremely viable choice in both OU and Ubers without the need to waste a turn to mega evolve because of it.
Mega Gengar still does it better though.

My girlfriend uses it in her doubles team to set up trick room. She also gave it foul play and recover. I've seen her destroy many cookie cutter nugget bridge teams with it.

-Shadow Sneak
-Sucker Punch
-Power Up Punch
-Recover

One move for every trial; Sucker Punch for speedy ghosts and generally everything but steel types, Shadow Sneak if you're unsure that they'll go for attacks or not, Power Up Punch for hitting walls harder and harder, and Recover for Life Orb damage.
Easily my favourite Pokemon to use nowadays
