Let's say a Pokemon starts with 100 HP, and it receives 20 damage, which means, 80 remaining. Let's say the mechanics should allow the Pokemon megaevolve and add +10 HP. What should happen, out of the following?
- Should the remaining HP be calculated as a percentage of the old HP, and recalculated to fit the new? In this case, the new remaining HP should be 80*110/100 = 88. Which means you're HEALING yourself in the process.
- Should the remaining HP stay? In which case you're kinda crippling yourself (as the % went down) unless you have healing moves.
- Should the remaining HP be added the difference between the old and the new HP, keeping the damage? Again, you would be healing yourself.
As you can see there is no clear answer without healing or crippling the Pokemon.
