It would take something with adaptability Ion deluge STAB Explosion with the pre-gen 5 mechanics and a choice band or something.
Or alternatively, a 100+ BP move like Flying Press with a type combo that allows it to hit for more than x4 damage - i.e., a Ghost/Dark combo move against Hoopa.
But then you dont have weather effects or anything to boost it
