there's a real fine line between them. think about why chansey and porygon 2 outclass their evolution. back in the generation they were introduced in, they were the final stage of their line (or the only). they were balanced around that.
there's also the problem of when you design a new addition for a pokemon's line years later, from another designer who likely had zero input on the original pokemon. look at rhyperior.
i'm not saying i don't want cross-gen evos, i just think there needs to be a good reason for them.
