The Gym Leader is also the foreman, thus he has to guarantee both the construction and the gym service. As long as he doesn't have the proper building to do so and he canìt leave the place... he officiates his gym leader duties in the building site of the future gym, while the works go ahead under his direction.
Plot twist: the very architecture plan behind the gym is it being an open-air building site. So it gets completed at a certain point, but basically stays the same.
