We've also seen that they're expanding the Hoenn Pokedex instead of locking players out of 521 Pokemon until after they've beaten the game. We've already gotten Mega Audino and Mega Slowbro, two Pokemon that were previously unrelated to Gens III or VI and are lined up to be hard counters to Jack Shit and Fucking Nothing, respectively.
Even without a Mega, putting Buneary and Lopunny into ORAS would still make sense because they cannot be found in X or Y without transferring or trading. We've never had an entire generation go by without having access to every non-legendary or starter Pokemon by the end of it.
