With the exception of Arceus (the lord of all creation), the Creation Trio (the gods of the cosmos), Xerneas and Yveltal (the demi-gods of life and death) who is the most powerful legendary pokemon in terms of lore strength?

Mewtwo's mega may have higher BST, but Arceus alone reaches 720. With mega / Primal (does it even evolve like Groudon/Kyogre?) it will become 820. Damn that's scary.

Coming up in the fourth place is definitely the weather trio (with Rayquaza leading) then Yin-Yang Trio, then Mewtwo and at dead last are Bell Duo,

Why only legendaries? The most powerfull Pokemon (lorewise) is Zigzagoon, since it defies time and space and is thus superior even to the creation trio and arceus.

One could argue Mewtwo due to it literally being designed by the greatest scientists of their age to be perfect in every aspect thus demonstrating mans mastery and triumph over nature, but one could argue Zekrom aswell or Mega evolved pseudo-legendaries unless Mega evo/Primal for other legendary pokemon is taken into account.

It varies I suppose....

It is implied that Kyurem's original form before it split into Reshiram and Zekrom was extremely powerful. Kyurem in its base form can freeze an entire region when forced to against its will, and could probably do far worse willingly. It also supposedly survived falling from space. But at the same time it could be kept at bay with a wall and easily captured by the evil team. Kyurem is a real wild card here
