It's just that it's one of the few Ice-types with the stats and movepool to actually have a chance at making a decent Mega. Ice/Fighting with big boosts to Attack and Speed and smaller buffs to Defenses + a useful Ability = an Ice-type that's actually good.
By my calculations, the thing that's holding back Ice as a type is the fact that damn near every Ice-type Pokemon is built to be complete shit from the start. Make Special equivalents of Weavile or Mamoswine and they'd break faces, but Game Freak would rather make slow, "bulky", and abysmally bad Ice-types instead.
