I honestly consider them wasted potential for split evolutions too.
But seriously, they should've given some ingame hints on this.
Gen 1 explicitly told you that some mons evolve from stones, so you knew to check your bag and gave you a list of everything that evolved by trading, you had every bit of infomation to evolve pokemon in the game.
Every mon that evolves via an ingame item also says which item is associated with it, so at least when you find it, you know that your mon evolves, and to play around with the item in some capacity.
The only exception to this is Feebas, which was intended as a hidden mon and at LEAST has a guarnteed fought NPC that gives you a hint via pokedex that it does evolve and to look it up.
(And to a lesser extent location and move evolving mons now I come to think of it, but they all have the BST of a mon that was once considered fully evolved)
But gen VI has 3 mons that evolve by obscure, uhinted methods outside of promotional material, so you could quite easily get stuck with an unevolved mon in your party the entire game, but are prominent mons on a routes you travel in the normal course of play
I really don't know why they didn't keep an NPC that acted like Cheren by BW2's X tranceiver. That was a nifty feature
