Flareon wouldn't have been good with flare Blitz in gen 5.

It doesnt have the HP to use any recoil moves. It doesnt have the speed to deal with threats.
The two combined means that it lacks the ability to recover decently. Even with a Leftovers set in permasun Wish turn 1, Flare Blitz turn two, you'll recover the damage but at the cost of giving your opponents about a million turns to just one-shot you since you dont have much defensive bulk even if flareon DID have a good HP stat.
And even then, its coverage options are still Hidden Power, Shadow Ball, and Bite. One does nearly no damage, the other two require a mix set or full special, and Hidden Power still isnt very strong either.
