I can't imagine a Pokemon game ever being fully balanced. At least we don't have Gen I Normal and Psychic anymore.
As for the features thing, porting and expanding old features across possible game engine/hardware changes can easily take just as much time, energy, and resources as just making something new instead.
Granted if it's something that took as much time to create as Amie had to have, I doubt it would ever get dropped.
