Think of a move that alone (implying decent distribution) could drastically change the metagame.

Elemental Quick Attack
Especially Rock like OP mentioned.

Fairy Type = death to fighting and dragon types
Fire type = bane to grass and steel
Ground type = death to steel and pretty much everything weak to it.
Electric type = Good bye Talonflame

Physical Solarbeam, Groudon learns it. Good bye Kyogre

Two thousand fourteen and this is still not a thing, seriously? Lighting is fast as fuck, and if not a special move based on any discharge ever, there should be some sort of superquick electric physical attack that works stabbing the opponent. Like thunder punch but a bit weaker, priority, and cuts/stabs/slashes the enemy. That'd be so fucking cool.

Factoring in STAB and excluding Judgement, the absolute strongest Rock-type Special attack is
Palkia and Dialga's Power Gem.
Rock is literally stronger as a coverage move.

Element is Ice, Special attack.
Removes all stat modifiers and silly stuff like Substitute and Ingrain from the target. Then deals damage.
Base power is 30, but increases by 10 for each positive modifier removed, so you can't just spam defog and then do a shitload of damage, you have to remove something positive.

Scald for poison types called Hot Acid. Inflicts burn. No damage to Steel types, but can still burn them.

Cripple
Dark Physical
70 power, the target can't heal unless they switch out. (Affects leech seed.)

Mega Crush
Rock
70 power, physical, 100%(!) acc
Removes an mega evolution when it hits.

It's Quick Guard, but I also disables the move it guarded and reduces the priority user's speed.

Tailwind for Attack instead of speed.

Pscychic move that ignore enemy ability (like it just does damage but has a built in Mold Breaker)

A status move, no matter what accuracy, that guarantees FRZ.

Ground type priority move (Sand Grain?). Electric types are frail, have only one weakness, and are completely reliant on their typically high Speed stat.
