If they halved the shiny rate does that mean that non shiny pokemon you transfer from past gens could appear as shiny?

Shininess comes from the likeness between pid and tid-sid. Those values don't change when you transfer your pokemon.

Maybe X/Y use the old or the new formula for displaying shininess depending on the gen of the pokemon.

Wouldn't surprise me if GF would be so lazy and not caring about pokemon getting shiny because they changed the way it's computed
