If the tier loosens up when one Pokemon is removed, that Pokemon is broken. That said, some S rank mons also fit this description. It's all about the ability to be countered without also crippling your team to other threats. This can be argued back and forth, which is why there's a suspect process and why things are rarely unanimously banned.
