Ruby's 'element' is really ground though, not fire. None of the legendaries shown align with either game's element. It doesn't seem odd to me.

Lugia is a deepsea Pokémon, Zekrom is a thunder Pokémon.

The other, Ho-Oh and Reshiram are fire, clean sky or whatever related.

Kinda feel like they should be swapped.

Bear with me on this.
If Zekrom represents ideals then it would be logical for it to be in OR considering Team Magma's long-term goal is to make better for humanity alone.

Reshiram represents truth, which would work well in AS with Aqua's honest goal to aid aquatic pokemon.

If that's how GF is thinking then we may get Zekrom in AS and Reshiram in OR, which could still work as lighting is effective in rain and fire in sun.

Since Black is the primary game in gen 5, it makes more sense that N (ideals) has Zekrom and you (truth) have Reshiram. Also, their colors. Zekrom is black (corrupted, human ideals) and Reshiram is white (truth). I can see the connection.
