Rock and flying are more worrisome than a compound x4 weakness to ice. This isn't even considering STAB synergy (dragon/ground wins).
Birdspam is a thing, M-Mence will make it worse. SR is considered one of the best moves in singles, rocks are sprinkled on pokemon you won't expect and I'm sure rock slide is used often in doubles. What he brought up in this context isn't even a "just use rocks :^)" argument. It was more of a "why would you prefer to get raped by rocks and flying than retain better STAB synergy and defensive typing." Yes, better defensive and offensive typing despite x4 ice weakness.
Garchomp and Lando-T are x4 weak to ice but they're great because they can do their job. Bulk through more common attacks, deal out good offense or fulfill utility roles. As long as a pokemon can do a job, it's fine despite x4 weakness. Let's ask ourselves what role bug dragon can give over ground/dragon?
Bug/Dragon is a weaker offensive STAB combination while also being weaker to more common attack types. It loses x4 ice weakness? The pokemon that would use ice attacks on you will still use ice attacks on you even if you lose the x4 weakness so you're still crippled (or dead depending on the pokemon). Except now, they can also use their flying or rock attacker to do the same job. STAB U-turn while weak to SR and possibly losing immunity to spikes doesn't seem wise. Bug coverage is awful. You do gain fighting resist so there's that.
