Some pokemon are faster than others because they can physically move faster and/or have better reflexes; garchomp is faster than aggron. Some pokemon are faster than others because they have better initiative; aggron is quicker to act than aron, despite its bulky and unwieldy body.
(better examples could be made, but I'm not gonna look all that shit up.)
The pokedex is terrible. Do not take anything it says literally, better yet don't read it at all.
It's just so kids can speculate about their favorites. Gamefreak doesn't even try think through the entries and make them work with the Pokemon's stats or even the laws of physics. Magcargo's gen V entry gets brought up a lot, but thats because its a perfect example.
