they didnt send codes to people who "opted in".

nintendo australia sent codes to basically a certain group of people who had registered a whole heap of nintendo games. there was a threshold.

spent a lot of money buying nintendo games in the last year? you get a code

bought pokemon x and registered one game on club nintendo? you don't get a code

That was only for the US. The Australian Club Nintendo just sent emails out to random people that had registered a 3DS. So as long as you actually receive emails from Nintendo and you have a 3DS registered then you've got a chance of getting a code.
