Okay, so the stuff in Ubers is being handled incompetently from a pr perspective. I don't think it's "tier leaders want a ban" considering they all voted "no ban" so much as them trying to cater to the people who kept complaining "don't suspect gengarite, suspect shadow tag" by doing both.

Now, there's a real problem in smogon, and one that no one has been complaining about. This is, of course, the clusterfuck that is XY UU. Did you know that, instead of having the second most popular tier be decided by suspect tests that give voice to whoever is good enough, they just gave control over it to kokoloko (the tier leader) and his friends?

They literally decide everything in UU. They came up with the bright idea of banning any possibly broken pokemon and introducing each one by one, then deciding themselves (no public voting!) if it should be kept in the tier. Which of course means that you have the most powerful pokemon in without anything that COULD check it. Also, you need a 2/3rds majority to unban anything, which doesn't matter much as the council is so ban-happy anyway.

Then, of course, they consider banning moves. That's not such a bad idea, there's nothing wrong with putting moves to suspect. Only problem? The move they were considering was FUCKING SCALD. Yeah, they decided they didn't like SCALD, so they were considering banning it (which, of course, affects every tier below, too). They also considered banning Toxic Spikes, for some completely insane reason.

OU may be a clusterfuck now and Ubers might have a bit of an identity crisis, but UU is the single most fucked up tier right now. I can only hope that Smogon's admins don't decide it's so "successful" they're keeping it for more than one generation.
