Ice Shard doesn't stop Garchomp or Dragonite from being good.
It's a fast special sweeper that's immune to Thunder Wave and gets a special attack boost from it and other Electric moves.
It basically gives Thundurus and Rotom-W the middle finger, provided they aren't carrying HP Ice. It outspeeds Thundurus, and Rotom-W doesn't commonly carry HP Ice.
