Johto is pretty episodic, but the episodes tend to be pretty decent if viewed as a standalone. The arc just completely fails at long-term storytelling, it's little more than "Ash's adventure of the day".
BW is shit, and the way it handles Team Rocket is part of that. Watching BW for Team Rocket is like eating trash in hope of contracting cancer.
