I wouldn't say that. It was never an important pokemon in the games, whereas Ridley had some relevance. It's just a semi-popular pokemon that a lot of people think deserves a mega.

It isn't even that he's too big, it's that his proportions are weird. Each of his wings is as big as his body, and his tail is even longer. If you scale him down to be even the same size as Bowser or Donkey Kong he just looks stupid.
