So, Pangoro is now confirmed to get everything it wanted from ORAS Move Tutors:

I managed to use it with decent results with the scarfed set.
I expect it to do better with knock off over crunch.
I don't know if it can work under trick room, it still has no bulk and needs fast parting shots.
No excuses, it's shit and you use it only for parting shot.
