why gamefreak bothers giving "signature moves" to the starters if they are going to give them to some other random mons a game later

dont get me wrong im not mad about those mons getting those moves, but why, i thought those signature moves were to make the kalos starters unique, same as leaf blade/blaze kick/muddy water on hoenn starters
