Yes, suzu can be either 錫 (tin) or 鈴 (bell), but it's obvious which one is the intended here. And they still used the name Tin Tower in DPPt, interestingly enough.

That's irrelevant. Pocket Monsters 2 was only meant to have Johto but because Game Freak's post-near-bankruptcy period had only started, they didn't have compression tools. Iwata developed them for Game Freak and Johto ended up only filling half of the storage space in the ROM. That's when they decided "hey, let's throw Kanto in too!"

That doesn't matter. The inclusion of Kanto was Johto's saving grace, and it's why everyone liked it. HGSS not having Kanto defeats the purpose entirely. Face it anon, pokemon is only going to get worse.
