It's probably just a forme change since it doesn't seem to be a Mega (unless they're specifically doing +80 just for Mega Hoopa). It's also got a better typing and better stats, as well as better moves in OR/AS than X and Y (Nasty Plot, for example). It won't be PU.

When you get past the humongous Bug weakness(it gets slaughtered by every U turn user ever) and the bad defense stat, this will be a humongous wall breaker. The majority of Ubers and even most Mega Evolutions can't eclipse 160 attack AND 170 special attack.
